How did NW 11 Place and Marcano Blvd. come into being?
A series of subdivision plats dedicated land for the street system within Mirror Lakes and Marcano Estates including NW 11 Place and Marcano Blvd. These plats dedicated the roads to the public. The original developers of constructed the road and infrastructure improvements (water, sewer, and storm drainage).
Who “owns” NW 11 Place and Marcano Blvd.?
Since NW 11 Place and Marcano Blvd. were dedicated to the public, these streets are essentially owned by the public. That means they belong to everyone.
The City of Plantation issued permits for construction, conducted inspections, and ultimately accepted the roadways for use by the public. Since that time, the City has been responsible for management and maintenance of the streets on behalf of the public. A portion of the tax we all pay when filling our vehicles with fuel is distributed to local governments for the maintenance of local streets. This tax sharing provides the local government with a reliable funding source to pay for the repair of potholes, replacement of signs & pavement markings, and even for resurfacing on the public street.
However, NW 11 Place and Marcano Blvd. remain public streets and they belong to everyone.
How did the speed bumps get installed on NW 11 Place?
A petition for "traffic calming" measures on NW 11 Place was submitted to the City of Plantation. The petition was signed by 15 residents along NW 11 Place.
How many homes and residents are on NW 11 Place?
There are 66 homes on NW 11 Place which are owned by 104 people.
How many residents are actually impacted by the speed bumps on NW 11 Place?
Geographically, there are about 500 homes in the neighborhoods surrounding NW 11 Place and as many as 700 property owners.
How could so few people impact the lives of so many?
Plantation’s Traffic Calming Program.
Even though public streets belong to everyone, sometimes a small number of vocal residents pressure local government into installing "traffic calming" devices. These devices include speed bumps, speed humps, traffic circles, traffic diverters, etc., and some may reduce overall vehicle speeds on target roads. However, these devices tend to impact a much larger number of residents than the individuals who sign the petition. Unfortunately, their opinion was not considered under the City of Plantation's program until very recently.
Were there a large number of accidents on NW 11 Place?
We asked and the City of Plantation Police Department provided accident records for 8 accidents on NW 11th Place between NW 70th Avenue and Marcano Blvd. None of them involved pedestrians and none of the reported accidents listed speeding as the cause for the accident.
So, what was the rationale for installing speed bumps on NW 11 Place?
The residents who signed the petition were concerned about speeding. The posted speed limit on NW 11 Place is 25 MPH. The "default" residential road speed limit in Florida is 30 MPH - for some unknown reason, NW 11 Place is posted at 25 MPH. As a result of the petition, the City conducted a traffic study of vehicle speeds. The study determined that there were some vehicles exceeding the posted speed.
When were the speed bumps installed?
In 2022, the City of Plantation installed speed bumps along NW 11 Place between Marcano Boulevard and NW 70 Avenue.
The speed bumps were the result of a "Traffic Calming" petition submitted by some of the residents of homes fronting on NW 11 Place.
Our organization contacted city staff about the process that was used to allow for their installation and we received a draft document for "Traffic Calming."
The City Council later adopted a "Neighborhood Traffic Calming Program." This document can be viewed by clicking here. We reviewed the City Code and City Charter and found no specific provisions for "traffic calming" studies and implementation / installation of traffic calming devices on public roadways in the city.
On June 14, 2022, a meeting was held with former Mayor Stoner and city staff to discuss the speed bumps on NW 11 Place. Staff provided a copy of the petition for NW 11 Place. The petition includes addresses for some of the homes fronting on NW 11 Place. However, the petition was only signed by 15 people. There are a total of 66 homes that front on NW 11 Place which are owned by 104 residents.
Residents with homes 1, 2, or 3 blocks away from NW 11 Place were not directly contacted or considered - even though the speed bumps have a significant impact on these residents.
During the week of May 20, 2024, staff from the City of Plantation distributed door hangars informing that additional speed bumps were going to be installed on Marcano Blvd. Residents on Marcano Blvd. were not consulted or notified that of the proposed speed bumps.
Plantation Voters Against Speed Bumps, Inc. was formed to address this problem and to seek the removal of the speed bumps along NW 11 Place, and for the City of Plantation to abandon the speed bumps proposed for Marcano Blvd.
As noted on the home page, 152 response cards were delivered to the City Council on August 7, 2024. The final tally showed that 72% of the residents in the target area are AGAINST the speed bumps. It's now up to the Mayor, City Council, and city staff to carry out the will of the people and remove the speed bumps on NW 11th Place.
